  3. Fill a shallow dish with warm water and soak a rice paper wrapper for about 10 seconds until soft. Lay it flat on a clean surface.
  4. Place fresh basil leaves and a scoop of the beef mixture in the center of the wrapper. Aim for a balanced filling without overstuffing.
