Method
 

Step-by-Step Instructions
  1. Preheat your oven to 350°F (175°C). Line a 9x9-inch baking pan with parchment paper.
  2. In a large mixing bowl, combine all-purpose flour, oats, light brown sugar, granulated sugar, baking powder, and salt. Pour in melted unsalted butter and stir until crumbly. Set aside 1 cup of the mixture for topping.
  3. Press the remaining crumb mixture into the bottom of the prepared baking pan. Bake for 12-14 minutes until lightly golden.
  4. Whisk together egg yolk, sweetened condensed milk, lemon juice, and lemon zest in a bowl until smooth.
  5. Pour the lemon filling over the warm crust and sprinkle reserved crumb mixture on top.
  6. Bake for an additional 22-25 minutes until the edges are set but the center jiggles slightly.
  7. Let the bars cool completely in the pan. Refrigerate for at least 3 hours before slicing.
