  1. Preheat your oven to 375°F (190°C). Wash and thinly slice your medium potatoes to about ¼-inch thickness.
  2. In a large skillet, heat olive oil over medium heat. Add chopped onion and minced garlic; sauté for 3-4 minutes. Incorporate ground beef, seasoning with Italian seasoning, paprika, salt, and pepper. Cook until browned, about 5-7 minutes.
  3. Grease a baking dish. Spread half of the sliced potatoes in the bottom, followed by half of the beef mixture and half of the cheddar cheese. Repeat the layers, finishing with the last layer of potatoes.
  4. Pour the beef broth over the layers, adding milk for creaminess if desired. Cover with foil and bake for 35-40 minutes.
  5. Remove the foil and sprinkle grated Parmesan cheese on top. Bake uncovered for an additional 10 minutes until the cheese is bubbly and golden brown.
  6. Let the casserole sit for 5 minutes before serving. Garnish with parsley before serving.
