Step‑by‑Step Instructions
  1. In a large skillet, heat a splash of oil over medium heat. Add the lean ground beef and cook for about 5–7 minutes, breaking it up with a spatula until it’s fully browned. Stir in the soy sauce and hoisin sauce, allowing the mixture to simmer for an additional 2–3 minutes.
  2. Next, toss in the shredded carrots and chopped bell peppers, mixing well with the beef. Cook this vibrant mixture for 2–3 minutes, ensuring that the vegetables remain slightly crunchy.
  3. Fill a shallow dish with warm water, then dip one rice paper wrapper in for about 15–20 seconds, or until it becomes soft and pliable. Carefully lift it out, letting excess water drip off.
  4. Lay the softened rice paper wrapper flat on the surface. At the center, place a few fresh basil leaves followed by a generous spoonful of the beef and vegetable mixture.
